The Evolution of Value-Based Purchasing in Long-Term Care, Fred Bentley
States have embraced value-based purchasing (VBP) models to capture more value for the dollars they spend on Medicaid long-term care services. In this session, ATI Advisory’s Fred Bentley will highlight the key elements of effective VBP models, with a focus on the key performance measures, performance assessment methodologies, and incentive structures that are yielding positive results. This session will conclude with strategic recommendations for Iowa’s LTC providers to capitalize on the opportunities that a VBP model will create in the coming years. 

Medicaid Reimbursement and Case-Mix Update, Jeff Steggerda and Daleen Seibold
SNF providers know that 2024 is a rebasing year and the first time that Case-Mix Indexes using PDPM will be uses for rate setting.  The presentation will discuss at a high level the key factors that will impact the rebasing calculations using 2024 Medicaid cost reports.  The materials will include sample rate calc’s with some estimates to help providers plan for 2025 and 2026.  PDPM case-mix scoring is new to Iowa and is significantly different than RUGS.  Providers have received initial PDPM reports and the presentation will include discussion of how providers can use this info.  Additionally, the speakers will offer, at a high level, the key monitoring areas to optimize CMI and the timing of future rate adjustments.

Off-Cycle Mandatory Revalidations: What SNF Providers Need to Know, Katie Cownie and Adam Freed
This session will walk skilled nursing facility providers through the nuts and bolts of the new required off-cycle revalidations. Discussion will include information about the enhanced disclosures related to management and ownership.
